Charles Rich, CPG 4433, President
Mr. Charles Rich, Founder of CA RICH Consultants, Inc., brings over 35 years of progressive professional experience in the concept, initiation, planning, design, execution, management, and defense of numerous environmental projects. His technical expertise is soil, soil vapor, and groundwater investigation and remediation involving real property environmental site assessments, audits, compliance negotiations, dispute resolution, and successful Brownfield redevelopments
Mr. Rich has testified as an Expert Witness in both State and Federal Courts and is viewed as an industry leader in understanding and assisting the Firm’s Clientele to solve problems on Federal and State-regulated Superfund Sites, inactive Hazardous Waste Sites, active RCRA Sites, as well as Brownfield transactional issues and non-regulated real property redevelopment nationwide. For example, Mr. Rich has been a Court-Appointed Expert, a Principal Investigator at Love Canal for the NY State Attorney General, and the requested ground water Expert on behalf of the United States of America in a civil contamination case brought by the Department of Justice resulting in one of the largest ‘RCRA’ hazardous waste settlements with an international oil company in history. Over the years, he has developed in-depth expertise solving problems relative to risk-based cleanups, soil and groundwater-related contamination, plume migration and mitigation, preferred remedial methods to enhance contaminant removal efficiencies, regulatory compliance negotiations with Agencies at all levels, as well as groundwater exploration and water resource management projects that have resulted in development of proven drinking water supplies and reserves domestically and abroad.
As a published, peer-reviewed author, Mr. Rich actively contributed to the development of ASTM’s National Standard for Phase I Environmental Site Assessment Due Diligence to minimize environmental liabilities for property transfers throughout the United States and was a co-author of Long Island’s ‘208’ Waste Management Plan where he first introduced the concept of aquifer recharge areas and hydrogeologic zones on Long Island. He routinely publishes a variety of technical articles and editorials throughout the tri-state area and if often invited to speak on these subjects.
Some of Mr. Rich’s voluntary activities include having served as President of the American Institute of Professional Geologists for the Northeastern United States, Vice-President of the NYS Council of Professional Geologists, and Vice Chair of the Real Estate Practitioners Institute. He is listed in Marquis’ Who’s Who in Science & Engineering, Who’s Who in the United States, and Who’s Who in the World. Mr. Rich is also a Certified Professional Geologist; a Hazardous Waste Emergency Response Supervisor; and is a member of the Association of Groundwater Scientists & Engineers, and the American Society for Testing and Materials. He is also an adjunct professor and presently teaches environmental continuing education courses at Long Island University's CW Post campus in New York.

Eric Weinstock, CPG 7391, CGWP 278, Vice President
Mr. Eric Weinstock, Vice President of the Firm, brings over 25 years of professional experience to bear on behalf of his Clients. Mr. Weinstock serves as Senior Project Manager and Technical Supervisor for numerous regulatory compliance projects involving complex subsurface contamination. Mr. Weinstock has managed some of CA RICH’s larger and more sophisticated project assignments. He is active in professional organizations and routinely authors or co-authors technical papers and editorials involving advances in the application and implementation of remedial investigation and cleanup systems/strategies.
He is a Registered Professional Geologist in Delaware, South Carolina, and Pennsylvania; is a Certified Ground Water Professional and Professional Geologist; and is Certified for Health and Safety Operations at Hazardous Material Sites. Before joining CA RICH in 1988, Mr. Weinstock was employed by national environmental engineering firms in both New York and California, where he supervised a range of Superfund and other compliance projects.

Richard Izzo, CPG 9644, Associate
Mr. Izzo has over two decades of experience in the design, implementation and management of environmental testing and remediation programs throughout the northeast United States with particular emphasis in the tri-state and NY Metropolitan areas. As a specialist in the assessment and remediation of groundwater, soil, soil vapor, and underground storage tank management, he has worked with local, State and Federal government entities as well as private industry. Mr. Izzo has managed programs including Brownfield investigations; remedial investigations for Superfund Sites; Phase II investigations; Voluntary Cleanups; storage tank management; groundwater quality monitoring programs; and groundwater resource exploration and development.
As an Associate at CA RICH, Mr. Izzo provides technical review of “All Appropriate Inquiry” Phase I and Phase II Environmental Site Assessments and Remedial Action Reports. Richard is also Human Resources Director and Senior Editor of the Firm’s newsletter, “Environmental Bulletin”. He is a Certified Professional Geologist and Hazardous Waste Emergency Response Supervisor, and is member of the Association of Groundwater Scientists & Engineers, and the American Society for Testing and Materials.

Stephen Osmundsen, Professional Engineer
Mr. Osmundsen is a licensed Engineer and Engineering Supervisor at CA RICH. Since 1993, he has directed and advised the Firm’s environmental engineering staff, providing detailed inspections and oversight of the Firm’s compliance auditing workload. In addition, Mr. Osmundsen works on selected projects ranging from remedial alternative decision analysis and costing detail through to conceptual, pilot & full-scale remedial system design, installation and operation, as well as permitting support for treatment systems designed to correct hazardous waste contamination problems.
Mr. Osmundsen brings the Firm’s Clients over three decades of specialized experience having worked with a number of industrial corporations including General Electric, Fairchild Republic, Murphy and Weyerhaeuser, Georgia Pacific, and many other paper companies where he was responsible for the design and installation of complex residential waste water treatment facilities, solid waste landfill design, and hazardous waste treatment storage and incineration.

Steven Sobstyl, Senior Project Manager
As a Senior Project Manager at CA RICH, Mr. Sobstyl has over 20 years of experience managing and conducting all aspects of environmental investigations and remediation at USEPA and New York State Class II Superfund sites as well as environmental enforcement actions at the Nassau and Suffolk County Health Department level of government. Mr. Sobstyl has also managed numerous Phase I & II Site Assessments and Phase III Site Remediations. In addition, he has successfully managed project activities at RCRA Groundwater Assessment Monitoring Programs in New Jersey and Connecticut, and at NJPDES-DGW Groundwater Detection Monitoring Compliance Programs in New Jersey.
His technical expertise includes: monitoring well design/installation and sampling, groundwater contaminant plume delineation, groundwater recovery pump testing, soil vapor testing, UST removals, contaminated soil delineation, hazardous waste disposal and contractor management. Steve has assisted in the design and construction of groundwater remediation systems that include pump and treat, air sparging, ozone and sodium permanganate injection, and vapor extraction systems associated with chlorinated solvent spills. In addition to his localized experience in the NY-metropolitan area, Steve has managed environmental projects in States along the East coast including Maryland, Virginia and as far south as Alabama and Mississippi. Mr. Sobstyl is certified as a Supervisor in Hazardous Waste Operations and Emergency Response, and Health and Safety Operations at Hazardous Sites.

Dawn Vought, Senior Project Manager, NJ License #0011593
Dawn Vought is a Senior Project Manager with over 20 years of environmental consulting experience. Ms. Vought oversees projects and manages investigation and remediation work at industrial and commercial sites throughout the New York tri-state area in the gasoline retail sector and has accumulated considerable recognition. She has experience negotiating with regulatory agencies and preparing scope of work and cost proposals. She has performed numerous complex Phase I and Phase II Environmental Site Assessments. Ms. Vought has designed, installed, and maintained pump-and-treat, air stripping, soil vapor extraction, air sparging, product recovery, carbon adsorption, chemical oxidation and injection, and bioenhancement remediation systems.
Ms. Vought is a technical expert well versed in local, State, and Federal regulations, and has been an expert witness in legal matters. She also has experience managing investigations and remediation at Inactive Hazardous Waste Disposal Sites, Voluntary Cleanup Sites, and Brownfield Sites. She is active in the Long Island Association of Professional Geologists, and has sat on the NYSDEC Advisory Committee for Risk Based Corrective Action. She holds a Subsurface Evaluators’ license from the State of New Jersey.

Stephen Malinowski, Senior Project Scientist/Project Manager
Mr. Malinowski serves as a Project Manager and Senior Scientist for the Firm and possesses more than 17 years of experience in designing, managing and implementing environmental testing and remedial programs on Long Island and across the New York Metropolitan Area. His primary focus continues to revolve around real estate transactions and redevelopment projects complicated by environmental concerns.
Mr. Malinowski’s experience includes Phase I and Phase II Environmental Site Assessments as well as remedial actions in a variety of environmental settings ranging from straightforward excavations to complicated cleanups beneath existing buildings in challenging metropolitan areas that require in-situ mechanical systems. He is also continuously managing the cleanup of fuel spills and tank removals at redevelopment sites. In addition, Mr. Malinowski has managed NYSDEC Brownfield redevelopment sites in New York City from the initial pre-application process through the remedial action program to the receipt of the “Certificate of Completion”; RCRA Facility Closures, underground storage tank management, environmental compliance audits, waste profiling, waste disposal and groundwater quality monitoring programs. In addition, Mr. Malinowski manages an indoor air testing program for commercial property owners situated above the nation's largest known oil spill in Greenpoint, Brooklyn. Mr. Malinowski is certified in Hazardous Waste Operations and Emergency Response, and Health and Safety Operations at Hazardous Sites.

Michael Yager, Project Manager/Environmental Scientist
Mr. Yager, a CA RICH Project Manager, has managed a broad range of environmental projects throughout the northeast for more than 20 years. Certified in Asbestos Inspections, air sampling, and Hazardous Waste Operations, he performed asbestos inspections for numerous industrial, commercial and residential properties. Mr. Yager has also conducted hundreds of Phase I Environmental Site Assessments of industrial, commercial and multi-tenant residential properties, and follow-on Phase II Site Investigations and Phase III Remediations, including the preparation and implementation of Work Plans for Federal, State and County approvals. In addition, Mr. Yager has conducted air quality and mold inspections and sampling in response to indoor air quality complaints and/or water damage issues and directs CA Rich's field operations.
Mr. Yager is certified as a Supervisor in Hazardous Waste Operations and Emergency Response, and Health and Safety Operations at Hazardous Sites.

Deborah Shapiro, Project Manager/Environmental Scientist
Ms. Deborah Shapiro serves as a Project Manager/Environmental Scientist for the Firm bringing over 10 years of experience in the environmental industry. Ms. Shapiro is recognized as a specialist in the regulatory process associated with NYCDEP ‘E’ designated and CEQR sites. In addition, Ms. Shapiro is competent in conducting all aspects of environmental investigations and remediation including Phase I and Phase II Environmental Site Assessments, monitoring well design/installation, sampling, UIC closures, UST removals, excavation, and waste disposal. Ms. Shapiro has also assisted with the design and construction of air sparge/soil vapor extraction systems, sub-slab depressurization systems, the installation of multiple permanganate injection points, and the injection of permanganate into those points.
Ms. Shapiro is certified as a Supervisor in Hazardous Waste Operations and Emergency Response, and Health and Safety Operations at Hazardous Sites. She also assists with the Firm’s drafting requirements using AutoCad.

Jason Cooper, Project Environmental Scientist
As a Project Environmental Scientist with CA RICH, Mr. Cooper’s responsibilities include the performance of Phase I and Phase II Environmental Site Assessments (ESAs). Jason’s Phase I and Phase II ESA experience includes the investigation of commercial, industrial, and residential buildings. Mr. Cooper coordinates historical and regulatory database searches for Phase I’s and collects soil, groundwater, sediment, and subslab and ambient air samples for Phase II investigations. In addition, he follows up by authoring Phase I and Phase II Reports.
Mr. Cooper has a broad range of knowledge working with remediation systems including air sparge/soil vapor extraction (AS/SVE), ejector, and biosparge systems. He has assisted with the construction and start-up tests for an air sparge/soil vapor extraction (AS/SVE) system for the remediation of PCE contamination and has conducted quarterly groundwater monitoring and troubleshooting for the AS/SVE system. In addition, he has conducted daily system operations of a biosparge system using a SCADA remote operation system. Mr. Cooper is certified as a Supervisor for Health and Safety Operations at Hazardous Sites. In addition, Mr. Cooper is the Firm’s draftsman and utilizes the latest version of AutoCAD to produce professional and accurate figures for all size projects.

Victoria Whelan, Project Hydrogeologist
As a Project Hydrogeologist with CA RICH, Ms. Whelan is responsible for conducting Phase I and Phase II Environmental Site Assessments (ESAs). Ms. Whelan conducts multiple aspects of environmental investigations and remediation including, but not limited to, soil, soil vapor, indoor air, groundwater, and sediment sampling, sub-slab vapor point installation, remediation system operations & maintenance, monitoring well design/installation, UST removals, excavation, waste disposal, analytical interpretation, groundwater contouring, and report preparation.
Paul Loor, Project Scientist
Paul Loor is a Project Scientist with CA RICH. His experience includes conducting Phase I and II Environmental Site Assessments, soil and groundwater sampling, air sampling in high profile former Manufactured Gas Plant sites in the tri-state area, and working with the Bronx River Alliance to preserve the natural environmental of the Bronx River and its swamps. Paul also participates in CA RICH’s popular tenant inspection program.
Paul is a United States Air Force veteran and a member of the American Legion.
